Museveni Names Haruna Kyeyune Kasolo Acting Foreign Affairs Minister
One noteworthy event has occurred in Uganda, President Yoweri Museveni has appointed State Minister for Foreign Affairs Haruna Kyeyune Kasolo as acting Minister of Foreign Affairs, filling a leadership gap at the ministry following recent changes in government.
In a letter dated June 22, 2026, Museveni invoked Article 99(1) of the Constitution and named Kasolo acting minister “in the absence of a substantive Minister.”
The appointment places Kasolo in charge of Uganda’s foreign affairs docket until a substantive minister is appointed.
Francisco Carvalho Sworn In as Cape Verde’s Prime Minister
Shifting our focus to Cape Verde, Francisco Carvalho was officially sworn in as the Prime Minister of Cape Verde, issuing a stern mandate to his new cabinet: produce immediate results and abandon the culture of political excuses.
Speaking in the gardens of the Presidency of the Republic in Praia, Carvalho signaled a shift in political tone following the absolute majority win by his African Party for the Independence of Cape Verde (PAICV) in the May 17 elections. Standing alongside his newly appointed ministers, the Prime Minister emphasized that his administration will be defined by labor rather than rhetoric.
Ahmad Takes Additional Charge as IRCON Chairman and MD
In India, the Ministry of Railways has entrusted the additional charge of Chairman and Managing Director (CMD) of IRCON International Limited to Saleem Ahmad, who is currently serving as CMD of Rail Vikas Nigam Limited. He has been given additional charge of the post for a period of one year with effect from the date of assumption of charge on or after July 1.
According to an official communication issued by the Ministry of Railways on June 23, the post of CMD of IRCON will fall vacant on July 1, following the superannuation of incumbent CMD Hari Mohan Gupta on June 30.
The ministry stated that Ahmad will hold the additional charge for one year from the date of assumption of office, or until a regular incumbent assumes charge, or until further orders, whichever is earlier.
UAE Central Bank Fines Foreign Bank Branch Dh20 Million for AML Failures
In the realm of regulatory affairs, the Central Bank of the UAE (CBUAE) imposed a financial penalty of Dh20,000,000 on a branch of a foreign bank, pursuant to the provisions of the Federal Decree Law Regarding the Central Bank and Organization of Financial Institutions and Activities and its amendments.
The financial penalty is based on the results of the findings of examinations conducted by the CBUAE, which revealed that the branch of the foreign bank had significant, repeated failures in its Anti-money Laundering and Combating the Financing of Terrorism and Illegal Organisations and Sanctions framework.
The CBUAE further imposed an individual penalty of Dh300,000 on the Head of Compliance and Money Laundering Reporting Officer, pursuant to the provisions of the Federal Decree Law Regarding the Central Bank and Organization of Financial Institutions and Activities, and its amendments, due to his failure to fulfil his responsibilities and position functions.
Former South Korean Justice Minister Park Sung-jae Sentenced to 25 Years
Shifting our attention South Korea, Former South Korean Justice Minister Park Sung-jae was sentenced to 25 years in prison for his role in former President Yoon Suk Yeol’s 2024 declaration of martial law, according to local media.
The Seoul Central District Court found Park guilty of insurrection under Article 87 of the Statutes of the Republic of Korea, and abuse of power under Article 123 of the statute, holding that he played a central role in Yoon’s attempted seizure of dictatorial power. The court found that Park had ordered Justice Ministry officials to assess correctional facility detention capabilities in anticipation of the arrest of politicians, instructed immigration authorities to prepare travel bans related to the martial law directive, and ordered subordinates to produce documents aimed at retroactively legitimizing the unconstitutional acts carried out by Yoon.
